In the modern era of global environmental change, disaster management is the focus of the world's future efforts .The resolution attached to the 88th meeting of the 11th session of the Examination Yuan on June 3, 1999, was omitted: "The Disaster Prevention and Rescue Administration should actively plan and move toward the establishment of a Disaster Prevention and Rescue Academy (which may be established at the Central Police University or other educational and training institutions) to train professional disaster prevention and rescue personnel in order to enhance the quality of disaster prevention and rescue professionals. The Executive Yuan is hereby requested to submit to the Executive Yuan for consideration of feasibility.

On February 7, 2012, former Minister of the Interior, Mr. Li Hongyuan, pointed out the importance of disaster prevention in the future sustainable development of our country and instructed the establishment of a higher academic institution for disaster prevention management and research, as well as the cultivation of disaster prevention and rescue professionals, and led to the establishment of a master's degree program in the Institute of Disaster Prevention. After nearly one year of preparation, the Institute was formally established on August 1, 2014.
