Considering the close relationship between the University and governmental departments such as fire and police, there is considerable room for the University to make an impact on the governmental disaster prevention and relief system and public policy.
The position of the institute is to support the government's disaster prevention and relief work, reflecting the existing foundation and special characteristics of the university, and to create the characteristics of the institute that are different from those of other universities, which emphasize on hazard research (e.g., atmospheric, geological, and geoscience, etc.) and disaster mitigation “science and technology” (e.g., civil engineering, environmental safety and hygiene, etc.).

The Institute's development will be centered on disaster management, with emphasis on disaster preparedness, emergency response-oriented knowledge and skills, and command and coordination capabilities, which will give full play to the University's strengths and differentiate it from other departments and institutes in the country. With this role and curriculum design, it is expected that the establishment of this institute will help disaster prevention and relief personnel to break down individual disaster barriers and the limitations of technological tools, and to cultivate disaster management personnel with an all-encompassing vision from an integrated, interdisciplinary point of view that blends nature, urban and rural environments, and the social system in Taiwan.
